ECZ-ID is referenced by external systems when entity state must be resolved at a specific point in time.
- resolving identity at the time of action
- validating delegated authority
- determining permitted scope
- reconstructing state after an event
ECZ-ID is passive. It is referenced, not invoked. Interpretation and enforcement remain external.
